		<Abstract>Uncertainty in public health and safety indicators, as an important dimension of health system instability, can have wide-ranging consequences for macroeconomic performance. This study constructs an uncertainty index for Iran’s public health and safety indicators and examines its nonlinear impact on economic growth over the period 1989–2024. First, uncertainty was estimated using GARCH-family models for six key indicators: fertility rate, HIV prevalence, tuberculosis incidence, diabetes prevalence, undernourishment prevalence, and road traffic mortality. A composite uncertainty index was then developed using standardized averaging. In the next stage, the Logistic Smooth Transition Regression (LSTR1) model was employed, with the uncertainty index serving as the threshold variable, to investigate the nonlinear relationship between health uncertainty and economic growth. The findings indicate that the relationship between health uncertainty and economic growth in Iran is regime-dependent. The estimated uncertainty threshold is 0.211, where the low-uncertainty regime mainly corresponds to the 2010s and 2020s, while the high-uncertainty regime is associated with the 1980s through the 2000s. The negative elasticity of uncertainty in the low regime (-0.451) is nearly twice as large as in the high regime (-0.228), suggesting that under relatively stable conditions, additional uncertainty imposes a stronger marginal effect on growth. Institutional quality, labor force participation, and physical capital investment exert positive and statistically significant effects in both regimes, whereas government consumption is significant only in the low-uncertainty regime. 			<OtherAbstract Language="FA">نااطمینانی در شاخص‌های سلامت عمومی و ایمنی به‌عنوان یکی از ابعاد بی‌ثباتی نظام سلامت، می‌تواند پیامدهای گسترده‌ای بر عملکرد اقتصاد کلان بر جای گذارد. پژوهش حاضر با هدف برآورد شاخص نااطمینانی در شاخص‌های سلامت عمومی و ایمنی ایران و تحلیل اثر غیرخطی آن بر رشد اقتصادی طی دوره ۱۳۶۸ تا ۱۴۰۳ انجام شده است. بدین منظور، ابتدا با استفاده از مدل‌های گارچ، نااطمینانی در شش شاخص کلیدی شامل نرخ باروری، شیوع HIV، موارد بیماری سل، شیوع دیابت، شیوع سوءتغذیه و مرگ‌ومیر جاده‌ای استخراج و با روش میانگین‌گیری استاندارد شده، یک شاخص ترکیبی ساخته شد. سپس با بهره‌گیری از مدل خودرگرسیو با انتقال ملایم لجستیک (LSTR1) و با در نظر گرفتن شاخص نااطمینانی به‌عنوان متغیر آستانه، اثر غیرخطی این شاخص بر رشد اقتصادی مورد بررسی قرار گرفت. یافته‌های مدل LSTR1 نشان داد که رابطه بین نااطمینانی سلامت و رشد اقتصادی در ایران وابسته به رژیم است. آستانه نااطمینانی 0/211 برآورد شد که بر اساس آن، رژیم پایین عمدتاً مربوط به سال‌های دهه ۱۳۹۰ و ۱۴۰۰ و رژیم بالا مربوط به دهه‌های ۱۳۶۰ تا ۱۳۸۰ است. کشش منفی نااطمینانی در رژیم پایین (-0/451) تقریباً دو برابر رژیم بالا (-0/228) است که نشان می‌دهد در شرایط نااطمینانی پایین، اثر نهایی آن بر رشد شدیدتر است. کیفیت نهادی، نیروی کار و سرمایه‌گذاری فیزیکی در هر دو رژیم اثر مثبت و معنادار دارند، اما مصرف دولت تنها در رژیم پایین اثربخش است. اثر منفی جمعیت مؤثر بر تولید سرانه نیز در هر دو رژیم تأیید شد.</OtherAbstract>
